The 2019 sheriff’s credit that will be received in 2020 will <br />be recognized as revenue in 2020. <br />• The year-end mark to market investment revenue is not included in the 4th quarter. <br /> <br />General Fund Expenditures <br />As of December 31, 2019, actual expenditures are at 98.59% of the budget. This is consistent with <br />prior years. <br /> <br /> Highlights: <br />• In total, the 2019 expenditures fell below budget amounts despite expenditures of <br />$84,081 incurred for the Twin Lake emergency sandbagging and pumping <br />operation. <br />• There were significant savings in the budget: <br />o Salary and health insurance savings $78,400 <br />o Attorney and prosecution savings $35,500 <br />o Crack filling savings $24,765 <br />• Staff time and consultant expenses have been coded to the Planning Department <br />for the work on the Comprehensive Plan that occurred during 2019. Savings in the <br />Planning Budget covered these costs totaling approximately $34,250 (Staff time <br />$10,913, Bill Weber(consultant) $16,062, and Bolton & Menk $7,275). <br />• In 2019, six departments exceeded budget amounts. (Police, Fire, Protective <br />Inspections, Animal Control, Storm Water, and City Garage) <br />o Three of these department were for expenditures that have corresponding <br />revenues increases. Budget adjustments to both the revenue and <br />expenditures are proposed for these three departments. <br /> Police $9,691. Hoggsbreath is required to reimburse the City for <br />specific Ramsey County police services. When Ramsey County <br />bills the City for these services, it is recorded as an expenditure. <br />When the Hoggsbreath reimburses the City for these services, it is <br />recorded as a revenue. $25,000 was budgeted for this service. <br />$35,500 was incurred for this service. <br /> Fire $5,366. The City is required to pay the Fire Relief Association <br />for all the payments received from the State for the Fire Relief Aid. <br />When the aid is received by the City, it is recorded as a revenue.
