STAFF REPORT <br />TO:Mayor Keis and Members of City Council <br />FROM:Heidi Heller, City Clerk <br />DATE:February 26, 2020 <br />RE:Designate New Precinct 1 Polling Place Location for August 11, 2020 Primary <br />Election <br />ACTION TO BE CONSIDERED: <br />Approve changing the Precinct 1 polling place location for the August 11, 2020 Primary <br />Election. <br />BACKGROUND: <br />Laws of Minnesota 2017, Chapter 92 requires the governing body of each municipality to <br />designate the locations of its polling places for the following election year. The Council <br />designated the three regular Little Canada polling places in October 2019. The new law does <br />permit changing polling place locations in the year of the election if the polling place authorized <br />by your governing body has become unavailable for use. Recently staff at Roseville Area Middle <br />School (RAMS) learned that their building would be closed down after school finishes in June in <br />order to complete the remodeling construction project in time for the next school year start in <br />September. Since the Precinct 1 polling place is at RAMS, the Council will need to designate a <br />new polling place for Precinct 1 during the August 11 Primary Election. <br />Since the Primary Election is not nearly as busy as the General Election and school is not in <br />session in August, City staff felt that it would be feasible to combine Precincts 1 and 2 together at <br />Little Canada Elementary School for this election. The staff at Little Canada Elementary is <br />agreeable to this. The location change will only be for the August election, but since the law <br />does not provide an option for a temporary location change, Council will pass a resolution now, <br />and then again after August 11 to move back to Roseville Area Middle School for the November <br />2020 General Election. Ramsey County will mail a notice to all Precinct 1 registered voters to <br />notify them of the location change, and City staff will do extra efforts to make voters aware of <br />the change. <br />RECOMMENDATION: <br />Staff recommends Council approve the Resolution changing the Precinct 1 polling place for the <br />August 11, 2020 Election to Little Canada Elementary School at 400 Eli Road, Little Canada, <br />MN 55117.
