STAFF REPORT <br />TO: Mayor Keis and Members of the City Council <br />FROM: Bryce Shearen, Parks & Recreation/Community Services Manager <br />DATE: March 11, 2020 <br />RE: Gervais Mill Entrance Enhancement <br />ACTION REQUESTED <br />Motion to approve the recommended design and authorize advertising for bids for the Gervais <br />Mill Entrance enhancement project. <br />BACKGROUND <br />Enhancing the Gervais Mill Park entrance off Noel Drive has been identified on the City’s CIP <br />project list for many years and has been one of the Parks & Recreation Commissions’ top <br />priorities for the past couple of years. <br />Last year, staff created a few conceptual draft designs of what the area could look like and <br />presented those ideas to the Parks & Recreation Commission in July of 2019. From the feedback <br />that was provided by the Commission, a defined proposal was sent out to landscape architect <br />consultants that could help with the next steps and cost estimates. <br />Three professional services proposals were received for the Gervais Mill Park Entrance <br />Improvement Feasibility Assessment and staff accepted the agreement with ISG. ISG provided a <br />feasibility assessment which includes cost estimates that were presented to the Commission at <br />their meeting in October of 2019. <br />The Commission was favorable of design 3A (see attached) and was recommending that staff <br />proceed with that design. A soil sample was taken in that area to make sure this design could be <br />constructed and there were no findings that warranted any cause for concern. <br />Before moving into final design and construction documents, staff wanted to not only update the <br />City Council on the process, but get feedback on the recommended option and if there are any <br />alterations to the design that the City Council would like to see. <br />BUDGETARY IMPACT <br />$51,750 has been budgeted for the Gervais Mill Entrance in the Capital Improvement Plan. <br />STAFF RECOMMENDATION <br />Staff recommends the City Council approve the recommended design and authorize staff to <br />advertise for bids.
