Architecture + Engineering + Environmental + Planning ISGInc.com OTHER CONSIDERATIONS Design & Construction Considerations • The most efficient and economically sensitive process to complete this project is for the City of Little Canada to engage a contractor to execute the project as design build • The contractor could then complete the project over a period of time that is agreeable to both parties • The City shall complete a basic site survey before construction begins • The City shall complete a soil compaction test of the area prior to any paving installation • Building inspector should be present during construction to ensure building codes are followed • Construction should occur during a dry time of year, most likely late summer or fall • Planting should occur in late summer or early spring • Should the City request, ISG can propose a time and materials hourly fee for design, review, and/or construction administration to ensure design intent is met PERMITS SUBMITTAL REQUIREMENTS TIMELINE APPLICATION FEES USACE Pre-Application Consultation (Recommended for this project due to complexity) This process will help determine the type and course of USACE permits required Not Applicable USACE Minnesota Joint Wetland Application Submittal Requirements: • Joint Wetland App • 24x36 Plan Set 60 days Anticipating a “no-loss determination” $215 USACE St. Paul District Piers and Docks Regional General Permit *Dependent upon ultimate scope, a Minor Discharges Regional General Permit may apply in lieu of Piers and Docks Regional General Permit. Submittal Requirements: • ENG 4345 (preconstruction notification (PCN) permit) • 8.5x11 Plans & pdf copy 60 days Not Applicable City Street ROW Permit *Needed for installation of utilities or placing of obstructions in ROW during construction Submittal Requirements: • ROW Permit App • Permit App Fee • Two 24x36 plan sets 1 week $200 NPDES Construction Stormwater General Permit Notice of Intent (NOI) & Notice of Termination (NOT) *Required if land disturbance is 1 acre or more. Submittal Requirements: (Online Submittal) • SWPPP Coverage is effective 1 day after submittal of NOI. $400 City Building Permit Submittal Requirements: • Building Permit App • Permit App Fee • Two 24x36 plan sets • Certificate of survey 1-2 weeks Permit fee based on project value (see attachment) + Plan Check Fee = 65% of the calculated permit fee + State Surcharge = 0.0005 x the value of the job City Filling and Grading Permit *Note: If over 100 yards is brought in, Council approval and a $300 deposit are also required. *Follow-up with city is needed to confirm whether a “Planning Application” for “Grading/Excavating” will also be needed.
