STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Mark D. Kasma, P.E., City Engineer <br />DATE:March 11, 2020 <br />RE:Approval of Final Plans and Specifications for Allen Avenue <br />ACTION TO BE CONSIDERED: <br />Motion to approve final plans and specifications and advertise for bids for Allen Avenue Street <br />and Utility Improvements. <br />BACKGROUND: <br />On January 13, 2020, the City Council directed the City Engineer to prepare plans and <br />specifications for street and utility improvements on Allen Avenue from Centerville Road to <br />Edgerton Street. <br />The proposed improvements consist of a full depth reclamation (FDR) with spot curb and gutter <br />replacement. Other improvements include excavating water main appurtenances (gate valves, <br />tees and hydrants) to replace bolts, sanitary sewer manhole adjustments and infiltration and <br />inflow repairs, storm sewer structure improvements and the removal and relocation of centerline <br />road monuments at the intersections of Centerville Road and Desoto Street. Sidewalk <br />improvements will be constructed between Centerville Road and Desoto Street along the <br />southside of the roadway. <br />City staff presented the proposed improvements to the residents at a Neighborhood Meeting on <br />October 29th and February 27th at City Hall. City staff also met with the Pitrina Townhome <br />Association Board on March 10th to discuss the new monument locations, grading, tree removal <br />and replacements, sidewalk and retaining wall improvements. <br />The following is a table identifying the estimated costs for the City: <br />CIP Current Estimate <br />Construction $495,865 <br />Contingency $49,586 <br />Engineering $136,364 <br />Total Before Sidewalk $613,200 $681,815 <br />Sidewalk $282,679 <br />Total Including Sidewalk $964,494
