The Parks & Recreation Commission reviewed the rink upgrades at their meeting on March 5,
2020. They thought that the rinks would be a great enhancement to the park. One area that they
discussed was adding Little Canada Recreation Association (LCRA) recognition graphics to
some of the panels. Staff will look into different recognition options. The Commission made a
motion at the meeting to recommend the City Council approve of the purchase of new boards for
the Fire Barns hockey rink and professional installation of the boards at a price of $85,266.06

SOURCE OF FUNDS:
The project was included in the 2020 Capital Improvement Plan at $102,400. It was presented to
the Little Canada Recreation Association at a recent meeting and it generously agreed to fund the
anticipated $102,000 cost of the total project. A copy of the relevant motion from the LCRA
meeting in December is shown below. There may be some additional grading required over and
above what was originally anticipated which may require additional funds. Staff believes those
additional costs can be absorbed in the Parks operating budget if necessary.

Little Canada Recreation Association Meeting Minutes – December 10, 2019
“Old Fire Barn Rink Boards – Derek Anderson, Park Supervisor is requesting funds to improve and
enhance the Fire Barns Hockey Rink. His proposal includes new boards, fencing and cement work at a
cost of $102,000. Jon made a motion to donate $102,000 to the city to fund this project. The motion
was seconded by Dave. Motion passed.”
STAFF RECOMMENDATIONS:
Staff recommends approving the purchase of new boards for the Fire Barns hockey rink and the
professional installation of the boards at a price of $85,266.06. Becker Arena Products requires
payment of 45% of the total cost up front so staff also recommends authorizing payment of
$38,400 to Becker Arena Products in March 2020.

ATTACHMENTS:
Becker Arena Products Contract
Picture of the boards in place at a different rink
Map of area highlighting City-owned property vs. SPRWS property
No additional agreement needed email from SPRWS
