<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: April 2, 2020 <br /> <br />RE: County Road D Agreement with Ramsey County <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve the agreement between Ramsey County and Little Canada for the reconstruction <br />and ongoing maintenance of County Road D from Payne Avenue to Greenbrier Street. <br /> <br />BACKGROUND: <br />County Road D is being reconstructed from Payne Avenue to Greenbrier Street in 2020 in order <br />to allow the City to get a trunk storm sewer main from Thunder Bay Road to serve Greenbrier’s <br />storm water needs. The City is taking the lead on the project and County Road D will be <br />included in the plan set with Greenbrier Street. All engineering design and inspection will be <br />performed by Bolton & Menk. The City will pay all costs up front and Ramsey County will <br />reimburse the City with its share of the project. To that end, an agreement between Ramsey <br />County and Little Canada was drafted. Both parties along with Vadnais Heights had input in the <br />agreement and it followed past agreements very closely, such as the Centerville Road agreement <br />from 2015. Ramsey County and Vadnais Heights have an agreement as well and Little Canada <br />and Vadnais Heights will be putting an agreement together as well. <br /> <br />Key items in the agreement include cost participation details, the payment schedule, and ongoing <br />maintenance of the various amenities that will be constructed. Little Canada will own and <br />maintain all storm sewer pipes, but Ramsey County will own and maintain the storm sewer catch <br />basins on County Road D. This is consistent with previous agreements. Little Canada will also <br />be responsible for the pedestrian ramps that will be installed at most intersections as well as <br />some of the landscaping that will be installed. Vadnais Heights will be responsible for <br />maintenance of the eight-foot trail that is being installed on the north side of County Road D. <br />Since Greenbrier Street is included in the project it is also part of the agreement, but all costs and <br />maintenance associated with Greenbrier are the responsibility of the City of Little Canada. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the agreement between the City of Little Canada and Ramsey <br />County for the reconstruction of County Road D and Greenbrier Street. <br /> <br />ATTACHMENTS: <br />Copy of Agreement <br />
