Page 2 of 11 <br />AGREEMENTS <br /> <br />1. Responsibility for Design Engineering <br /> <br />1.1. Plans, specifications, and proposals will be prepared in accordance with <br />Mn/DOT State Aid requirements. <br /> <br />2. Procurement and Award of Contract <br /> <br />2.1. The City of Little Canada will take bids in accordance with state law and City <br />procedures. <br /> <br />2.2. The City of Little Canada will prepare an abstract of bids and a cost participation <br />summary based on the lowest responsible bidder’s proposal and will provide the <br />same to the City of Vadnais Heights. <br /> <br />2.3. The City of Little Canada City will request City of Vadnais Heights concurrence <br />to award a contract to the lowest responsible bidder. <br /> <br />2.4. The City of Little Canada will award a contract and pay the contractor from local <br />funds and be reimbursed by the City of Vadnais Heights and Ramsey County <br />with County State Aid and Municipal State Aid funds. <br /> <br />3. Responsibility for Construction Engineering <br /> <br />3.1. The City of Little Canada shall perform or contract the performance of <br />the construction engineering for all elements of the Project. <br /> <br />4. Project Costs <br /> <br />4.1. Except as provided herein, the Cities of Little Canada and Vadnais Heights will <br />participate in the costs of construction in accordance with the Ramsey County <br />Cost Participation Policy and approved in the 2020 - 2024 Ramsey County <br />Transportation Improvement Plan. If there is a conflict between the Cost <br />Participation Policy and this Agreement, this Agreement will prevail. <br /> <br />4.2. A list of the construction pay items and percentages for both cities funding <br />responsibilities as well as the total estimated cost for each City cost is attached <br />as Exhibit A. Cost Participation is Based on the Engineer’s Estimate. Quantities <br />and unit prices in Exhibit A are estimates. Actual costs shall be based on the <br />contract unit prices and the quantities constructed. <br /> <br />4.3. Mobilization, Traffic Control, As-Builts, Construction Staking, Erosion Control <br />Items (such as Storm Drain Inlet Protection, Water, Street Sweeper) are defined <br />collectively as the “Prorated Items”. Each City’s percentage of the Prorated <br />Items is calculated as follows: <br /> <br />
