Kasma, P.E., City Engineer <br /> <br />DATE: April 22, 2020 <br /> <br />RE: Bid Award for Allen Avenue Street Improvements <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to award construction contract for the Allen Avenue Street Improvements to the low <br />bidder, OMG Midwest DBA MN Paving and Materials in the amount of $732,791.12. <br /> <br />BACKGROUND: <br />On April 7th bids were electronically opened via Quest CDN vBid. Six (6) bids were received. <br />Bids ranged from $732,791.21 to $966,802.78. The Engineers Estimate was $764,283.31. The <br />Abstract of Bids is attached. <br /> <br />The following is a table identifying the estimated project costs for the City: <br /> <br />TASK Approved CIP <br />(November 2019) Staff Report <br />(March 11, 2020) <br />Bids Received <br />(April 7, 2020) <br />Street & <br />Utilities <br />$613,200 $495,865 $554,519 <br />Sidewalk $282,679 $178,272 <br />Contingency $49,586 $28,640 <br />Engineering <br />(20%) <br /> $136,364 $146,558 <br />Testing $8,000 <br />Total $613,200 $964,494 $915,989 <br /> <br />Special assessments on Allen Avenue total approximately $287,000 for 112 parcels. <br /> <br />In regard to funding for the sidewalk, Administrator Heineman spoke with the Ramsey County <br />HRA on Wednesday, April 8th and they were considering re-allocating a portion of the 2020 <br />CDBG funding to assist with COVID-19 related issues. This will likely mean at least a <br />reduction of the anticipated sidewalk funding for the Allen Avenue project. Based on this, we <br />are unsure on the funding from the CDBG for any sidewalk construction. <br />
