<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br /> <br />DATE: May 13, 2020 <br /> <br />RE: Firefighters Memorial Project <br /> <br />ACTION REQUESTED <br />Motion to approve the construction of the Firefighters Memorial for $99,755.00 contingent on <br />funding from the Little Canada Fire Department and replacement of the Firefighters Memorial <br />Trail sign with the design drawing as presented for $12,342.00. <br /> <br />BACKGROUND <br />On June 10, 2019, staff presented to the City Council a request by the Little Canada Fire <br />Department (LCFD) to construct a Firefighters Memorial and an alternative trail entrance <br />monument sign for the Firefighters Historical Trail. Since then, the project went out for bids last <br />fall and due to the higher than anticipated bids that were received, the Fire Department and staff, <br />with the help of Bolton & Menk altered the scope of the project to a more cost-effective design. <br /> <br />The Firefighter Memorial is intended to honor retired members that had twenty or more years of <br />service with the Department. The design consists of a concrete pad with a Maltese cross <br />stamped into the middle, a large structural steel wall with individually engraved plaques of <br />retired members service (that will have lighting), a seating area, a statue or sculpture (yet to be <br />determined) in the middle of the concrete pad with directional lighting placed around the outside, <br />and landscaping (see attached). The location of the memorial will be on Centerville Road, <br />between the two parking lot entrances. <br /> <br />With the design changes from Bolton & Menk, the project was rebid this spring. Initial bids <br />from 2019 indicated the cost for the memorial would be over $105,000.00 and the city trail sign <br />would be approximately $28,000.00. The structural steel sign was removed from the original bid <br />and staff worked directly with a sign manufacture that specializes in weathering structural steel. <br />Eight bids were received for the project construction work and Albrecht Company provided the <br />low bid at $73,850.00. The sign company provided a quote of $21,155.00. It was recommended <br />to plan on 5% for contingencies, which would bring the total memorial project costs to <br />$99,755.00. The Little Canada Fire Department Board of Directors did review and approve the <br />latest plans and bids, and authorized the city to move forward with the project on their behalf. <br />As you may recall, the existing city trail entrance sign on Centerville Road needs replacement. It <br />is intended to replace the sign in conjunction with the memorial project. The design that was <br />presented at the June 10, 2019, Council meeting was a large twenty-foot curved sign made of <br />structural steel. After reviewing the bids to create that sign, it did not seem to justify the large
