STAFF REPORT <br />TO: Mayor Keis and Members of City Council <br />FROM: Brenda Malinowski, Finance Director <br />Chris Heineman, City Administrator <br />Bill Dircks, Public Works Director <br />Bryce Shearen, Parks & Recreation/Community Services Manager <br />DATE: May 7, 2020 <br />RE: Amend the 2020 General Capital Improvement Fund Budget (Fund 400) and the <br />Infrastructure Capital Improvements Fund (450) Budget <br />ACTION TO BE CONSIDERED: <br />Consideration of a motion to amend the 2020 General Capital Improvements Fund Budget and the <br />2020 Infrastructure Capital Improvements Fund Budget as presented in Attachment A. <br />BACKGROUND: <br />The 2020-2024 Capital Improvement Plan (CIP) was approved in November, and the 2020 CIP <br />projects were included in the 2020 Budget approved in December. Since the Budget was approved, <br />there are a few changes to be made. <br />General Capital Improvements Fund (400) (Page 4-6) <br />The General Capital Improvements Fund has typically accounted for small building <br />improvements, small fire equipment, park improvements, and public works equipment. The fund <br />receives revenues from many sources including 80% of the Local Government Aid (LGA) and <br />transfers from the General Fund. At this time, there a few budget changes that are being requested. <br />The decrease in fund balance before these changes is $435,012. With the revisions, the decrease <br />in fund balance is $418,779. <br />Administration <br />The administration vehicle ($23,000), that was identified to be purchased in 2020, is <br />proposed to be delayed until 2021 to coincide with the hiring of the code enforcement <br />position. Three network switches ($5,610) are proposed to be added that were not included <br />in the CIP process last year. These switches that have reached their 5-year end of life. <br />Public Works <br />A purchase of a dump truck was included in the budgeted at $190,000. The actual cost <br />will be $194,650. There will be savings in the purchase of the plate packer ($593) and <br />scissor lift ($400) to partially fund the additional funds needed for the dump truck.
