<br />Parks and Recreation <br />It is likely that the Gervais mill entrance improvements that were identified to be completed <br />for $51,750 will cost $59,250. There will be savings in the drainage improvements at <br />Thunder Bay Park ($10,000) to cover the additional funding needed for Gervais mill <br />entrance improvements. The Thunder Bay drainage improvements will be covered under <br />the Greenbrier Street project. <br /> <br />The Firefighters historical trail sign will need an additional $6,500 in funding. There will <br />be savings in the buckthorn removal at Spooner ($2,000), volleyball court improvements <br />at Spooner ($2,000), and the bulb replacement contract at Pioneer ($2,500) to fund the <br />additional funds needed for the historical trail sign. <br /> <br />The Firefighter memorial, that is on City property, has been added to the 2020 projects. <br />Since this project will be reimbursed by the Little Canada Fire Department, an offsetting <br />contribution has been added for this project. <br /> <br /> <br />Infrastructure Capital Improvements Fund (450) (Page 7) <br />Streets, trails, and storm sewer projects are funded with the Infrastructure Capital Projects Fund. <br />The fund receives a portion of the property tax levy and special assessments, to fund the projects <br />in this fund. At this time, budget changes are being proposed due to the bids that were received <br />for the construction projects. The decrease in fund balance before these changes is $1,050,690. <br />With the revisions, the decrease in fund balance is $696,491. <br /> <br />Street Improvements <br />The 2020 street improvement projects were awarded at the last Council meeting. The 2020 <br />budget should be amended for the differences between the adopted budget and the bid <br />amounts. The MSA funds have been added to the budget for the MSA funds that will be <br />requested for Greenbrier Street. In addition, the Community Development Block Grant <br />(CDBG) for the Allen Avenue sidewalk has been added to the budget. This CDBG is being <br />recommended for funding by Ramsey County HRA in the amount of $175,000. A small <br />amount of $10,000 has been added to the Little Canada Streetscape project for catch basins <br />repairs and other items that may come up during the project. <br /> <br />Demont Avenue Railroad Crossing <br />The Demont Avenue railroad crossing has failed and needs to be replaced. It was <br />inadvertently omitted from the CIP but has been a source of numerous complaints from <br />drivers. The total cost of a new crossing is $94,786.95. Canadian Pacific Railway will <br />furnish all labor and materials and the City will be responsible for the material cost, which <br />is $28,786.95. The City is also responsible for replacing any asphalt that is removed as <br />part of the project as well as traffic control signage and those unknown costs will be over <br />and above the listed material costs. Therefore, staff recommends adding $35,000 to the <br />2020 CIP to cover the cost of the crossing replacement. <br /> <br /> <br /> <br /> <br /> <br />
