1 <br />CITY OF LITTLE CANADA <br />RAMSEY COUNTY <br />STATE OF MINNESOTA <br />ORDINANCE NO. 841 <br /> <br />AN ORDINANCE AMENDING CHAPTER 3200 OF THE LITTLE CANADA MUNICIPAL <br />CODE REGARDING RENTAL HOUSING LICENSING <br /> <br /> <br />The City Council of the City of Little Canada, Ramsey County, Minnesota does hereby ordain: <br /> <br />SECTION 1. The City Council of the City of Little Canada hereby amends Chapter 3200 of the <br />Little Canada Municipal Code by adding the underlined material and deleting the stricken <br />material as follows: <br /> <br />3200. RENTAL HOUSING LICENSING <br /> <br />3200.010. PURPOSE AND INTENT: The City Council has concluded that the <br />regulation of the rental practices of single family and multi-tenant residential dwelling units <br />through licensing will thereby promote the health, safety and welfare of the residents of the City, <br />particularly those residents who live in rental properties and neighborhoods surrounding them. <br />The purpose of the Property Licensing Code is to establish minimum standards, and procedures <br />for their enforcement consistent with the right to personal privacy, for the protection of life, limb, <br />health, property, safety, and welfare of the general public and the owners and occupants of all <br />rental buildings and properties within the City. The City intends that the Rental Housing <br />Licensing Code be an integral part of the City's program of health, safety, building, and land use <br />regulations. <br /> <br />3200.020. INTERPRETATION: This Code is to be construed liberally in conjunction <br />with the provisions of the City Code to give effect to the policy, purpose, and objectives of this <br />Chapter, but is not to be construed to modify, amend or otherwise alter the provisions of the City <br />Code relating to health, safety, building or land use regulation. It is not the intention of the City <br />to intrude upon the fair accepted contractual relationship between tenant and landlord. The City <br />does not intend to intervene as an advocate of either party, or to act as an arbiter. It is determined <br />that certain conditions within existing buildings, lawful at the time of construction of the <br />building, and not creating a hazardous condition, may not comply with the minimum <br />requirements of this Code. Such conditions are referred to as "built-in deficiencies," and the <br />Code official, in administering this Code, may consider built-in deficiencies as being beyond <br />reasonable correction and accept them as an alternate method of meeting the intent of the Code. <br /> <br />3200.030. DEFINITIONS: The following words and terms when used in this Chapter <br />shall have the following meanings unless the context clearly indicates otherwise: <br /> <br />(A) Adult - a person eighteen (18) years of age or older.
