MINUTES <br />CITY COUNCIL <br />NOVEMBER 17, 2021 <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (5). Nays (0). Resolution adopted. <br />TRANSITION OF CITY ENGINEER <br />The Public Works Director stated that Mark Kasma has served as the City Engineer since Bolton <br />and Menk was appointed as the City's consulting engineering firm in 2019. He reported that Mr. <br />Kasma informed staff early this year that he would be retiring by the end of 2021, and since that <br />time Eric Seaburg has been performing most of the City Engineer duties so that a smooth transition <br />can be made following Mr. Kasma's retirement. He explained that Mr. Seaburg has managed the <br />last two years of street projects in Little Canada and has begun work on the next year's project <br />areas. He stated that staff has been happy with his work quality and staff recommends that Eric <br />Seaburg be appointed as City Engineer. <br />Mark Kasma, Bolton & Menk, thanked the Council and staff and noted that he enjoyed working in <br />Little Canada. Resolution adopted. <br />RECEIVE FEASIBILITY REPORTS & CALL FOR PUBLIC HEARINGS FOR 2022 <br />STREET IMPROVEMENT PROJECTS <br />The City Engineer explained that Yorkton Ridge, Maple Lane, and a small portion of Jackson Street <br />north of Labore Avenue are included in the City's five-year Capital Improvement Plan. He stated <br />that these are low -volume residential streets that have aged to the point where rehabilitation is <br />recommended. He noted that a feasibility report detailing the proposed projects has been prepared. <br />He stated that neighborhood meetings were held for each project area, and they were fairly well <br />attended and there was no opposition to the projects moving forward. He reported that some <br />residents had concerns about heaving that has occurred and he noted that will be addressed. <br />The City Engineer stated that the proposed improvements to Yorkton Ridge, Maple Lane, and <br />Jackson Street include full depth reclamation with new asphalt paving, minor curb repairs, and <br />minor/spot improvements to the underground utility systems, which includes the City's watermain, <br />storm sewer, and sanitary sewer infrastructure. He noted these systems have been inspected and can <br />last another pavement cycle. <br />The City Engineer reported that the estimated overall project cost for Yorkton Ridge is: $302,175, <br />and the estimated overall project cost for Maple Lane — Jackson Street is $299,710. He explained <br />that the street improvements would be funded through the City's Infrastructure Capital <br />Improvement Fund and special assessments.
