MINUTES <br />CITY COUNCIL <br />NOVEMBER 17, 2021 <br />assessed to abutting properties on rehabilitation projects, and the utility improvements would be <br />funded through the City's Infrastructure Capital Improvement Fund. <br />Torkelson asked about the difference in assessments amounts for the corner lots. The Public Works <br />Director stated he would look back to see what these parcels were assessed on previous street <br />projects. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2021-11-132 —RECEIVE FEASIBILITY REPORT FOR YORKTON <br />RIDGE (FROM CONDIT STREET TO END OF CUL DE SAC) IMPROVEMENT <br />NUMBER 2022-02 AND CALL FOR A PUBLIC HEARING ON DECEMBER 15, 2021 <br />AT 7.30 P.M. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). Nays (0). Resolution adopted. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2021-11-133 — RECEIVE FEASIBILITY REPORT FOR MAPLE <br />LANE & JACKSON STREET (FROMEND OF CUL DESAC TO LABORE A VENUE) <br />IMPROVEMENT NUMBER 2 022- 03 AND CALL FOR A PUBLIC HEARING ON <br />DECEMBER15,2021AT7.30P.M. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). Nays (0). Resolution adopted. <br />The City Engineer stated that staff has been working with the Woodlyn Avenue property owners on <br />the upcoming street project, which will be challenging. He explained that the meetings with the <br />owners have been good and a design has been dialed in so he will finish the plans and bring the <br />feasibility report to the Council in December. He reported that on Ryan Drive there is talk about <br />installing a sanitary sewer service main to see if there is interest from the three properties that do <br />not have city sewer. He explained that they found some storm sewer under the street that had <br />collapsed will need a full replacement which will increase the cost. He stated that the assessment <br />costs per unit on Woodlyn Avenue are around $60,000, and on Ryan Drive, the assessments would <br />range from around $5,000 up to $20,000 since they are being assessed on the lot width. <br />ADOPT 2022-2031 CAPITAL IMPROVEMENT PLAN (CIP) <br />The City Administrator stated that staff has worked over the last year on the CIP and changing it <br />from a 5-year plan to a 10-year plan, along with a 15-year street improvement plan. He noted that <br />facility improvements and repairs were also looked at, and we can now see that down the road, the <br />fund balances will not be sufficient for the repairs without finding additional funding sources. <br />3 <br />
