MINUTES <br />CITY COUNCIL <br />NOVEMBER 17, 2021 <br />existing crosswalk where the Thunder Bay-Westwind Trail crosses Labore Road. He explained that <br />staff has heard from several residents and a member of the Parks and Recreation Commission, that <br />this crosswalk needs to be more conspicuous to oncoming vehicles. After evaluating locations for <br />the flashing crosswalk system, staff has determined that the Labore Road crossing for the Thunder <br />Bay-Westwind trail would be the most effective use of it. <br />The Public Works Director explained that the trail crossing is mid -block with no controlled <br />intersections within 650 feet and the speed limit on Labore Road is 30 MPH. He noted that the <br />Thunder Bay-Westwind Trail sees a lot of foot and bike traffic, and it is also a connection to the <br />Maplewood trail system. He noted there is no cost involved in installing the system at the Labore <br />Road crosswalk other than a couple of hours of staff time required to get it up and running. <br />Torkelson stated that he assumes that it should be Ramsey County who addresses the crosswalks on <br />Edgerton. The Public Works Director confirmed that, and noted the County will be looking at that <br />crosswalk. He stated that crosswalk light systems cost about $5,000-$6,000. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTIONNO. 2021-11-135 — APPROVE THE INSTALLATION OF A FLASHING <br />CROSSWALK SYSTEMAT THE THUNDER BAY-WESTWIND TRAIL CROSSING <br />ON LABORE ROAD <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). Nays (0). Resolution adopted. <br />PERSONNEL POLICY UPDATE <br />The City Clerk/HR Manager explained that there have been several specific changes and additions <br />made to the Personnel Policy in the last few years, but the document as a whole was due for a full <br />review and update. She stated that many changes were to simply update who or how something is <br />now handled and removal of outdated language. She noted that there was a full replacement of the <br />Alcohol & Drug Testing Policy for CDL Drivers since the language was outdated and needed to <br />include current requirements and laws for commercial drivers. She stated that some chapters were <br />updated and had additional language added, such as in the Computer Use and Harassment Policies. <br />She explained that the League of Minnesota Cities provides templates for personnel policies, and <br />these were used as resources as staff reviewed our policy. She noted that staff is still working <br />through the details for one section for employee fire fighters and that will be updated in the near <br />future. <br />McGraw stated that he did not see anything in the policy relating to elected officials and staff too, <br />with a code of conduct. He would like to see something relating to this in writing so that everyone <br />has standard of conduct. Fischer stated that he would like to see stronger language added to Section <br />11 for Performance Reviews. He noted that instead of "we shall establish a plan", he would like to <br />see that instead be "we have established." The City Administrator explained that performance <br />reviews have been completed over the last couple of years, but he stated that a more detailed plan <br />can be determined for conducting performance reviews. Fischer stated he would like to see <br />additional changes made to this section. <br />5 <br />
