MINUTES <br />CITY COUNCIL <br />NOVEMBER 17, 2021 <br />The Finance Director explained that the CIP is a planning document intended to provide an estimate <br />of capital needs and funding, and is a way to balance the amount of capital spending on an annual <br />basis. She stated this creates consistency in capital funding and a more predictable demand on staff <br />resources. She noted that in previous years, the City had adopted a 5-year CIP, but in order to better <br />assess the long-term capital investments in public facilities and infrastructure, we are transitioning <br />to a 10-year Capital Improvement Plan beginning in 2022. She explained this will also enable staff <br />to identify potential funding shortfalls in future years and plan for alternative funding sources as <br />needed. <br />She noted the 2022 projects in the CIP will be included in the 2022 Annual Budget that Council <br />adopts in December. She stated that while this is a ten-year plan, projects can be changed, <br />accelerated if funds become available, or delayed if other projects become a priority. <br />The Parks & Rec/Community Services Manager explained that the city was hit hard by the Emerald <br />Ash Borer, and the majority of the trees at Pioneer Park and Spooner Park are ash trees and will <br />need to be removed. He stated there will be ongoing expenses going forward for treatment, tree <br />removal and replacement to deal with this. He stated that there are significant park improvement <br />projects moving forward for Rondeau Park, and the plan is to use the ARPA funds for this project. <br />He stated that improvements for Pioneer Park will be started next year, like trail lighting and adding <br />the water line for the future water feature. He explained that the play node is planned for <br />replacement in 2023. <br />The Finance Director reviewed the plans for facility improvements, and noted that some things may <br />be done in 2022 and 2023. She stated that in 2023 the roof at City Hall needs to be replaced, air <br />quality issues and a vehicle exhaust system at the fire station, and then dealing with the water <br />intrusion issues at City Hall in 2024. <br />The Public Works Director explained that staff worked with Bolton & Menk to create a 15-year <br />pavement management plan in order to help plan for street improvement projects and the costs <br />associated with each of those. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2021-11-134 — ADOPT THE 10-YEAR CAPITAL IMPRO VEMENT <br />PLAN FOR THE YEARS 2022-2031 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Resolution adopted. <br />INSTALL FLASHING CROSSWALK SYSTEM AT LABORE ROAD TRAIL CROSSING <br />The Public Works Director explained that earlier this year, city staff removed the flashing crosswalk <br />system from the Eli and Desoto intersection near Little Canada Elementary School due to changing <br />that intersection to a three-way stop. He stated the flashing crosswalk system that was previously <br />installed at this intersection is currently in storage and available for use at another location.
