STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:January 12, 2022 <br />RE:New Tattoo/Body Art Business License for Overtime Tattoo Collective <br />ACTION TO BE CONSIDERED: <br />Approve a new Tattoo/Body Art License for Overtime Tattoo Collective at 37 Little Canada <br />Road for the license period January 13, 2022 to June 30, 2022. <br />BACKGROUND: <br />David Thao is proposing to open a new tattoo business in the retail space at 37 Little Canada <br />Road East. The State of Minnesota now licenses tattoo/body art technicians and businesses, and <br />the City Code requires a tattoo business to have a state tattoo/body art establishment license in <br />order to be issued a city license. Mr. Thao has submitted all of the required application materials <br />and the fee for a Tattoo/Body Art city license, and is waiting to receiving his state establishment <br />license. His application meets City Code Chapter 822, Tattoo/Body Art, and both a Minnesota <br />background check on Mr. Thao conducted by the Ramsey County Sheriff’s Department and a <br />national background company were satisfactory. The city license will not be issued until staff <br />receives a copy of the state tattoo establishment license for this business. <br />The property at 37 Little Canada Road East is in the Thunder Bay Mall, which is currently zoned <br />PUD, Planned Unit Development, and uses the Commercial Business zoning guidelines. Per the <br />Zoning Code, tattoo/body art is now a permitted use in commercial zoning districts, and simply <br />requires a city business license. <br />Tattoo/body licenses run annually from July 1 to June 30. The City Code allows for one tattoo <br />business license to be issued at a time and no limit on the number of licenses for only <br />microblading, permanent makeup, cosmetic tattoo or similar services. There are currently no <br />licenses issued to a tattoo business. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of a new Tattoo/Body Art License for Overtime Tattoo Collective, <br />LLC at 37 Little Canada Road for the license period January 13, 2022 to June 30, 2022, subject <br />to receiving a copy of his state tattoo establishment license.
