<br /> <br /> <br />DEVELOPMENT ACTIVITY <br />Residential and commercial/industrial new construction increased during 2019 with 304 permits issued <br />with a total valuation of $31,847,055 as compared to 260 permits with a total value $16,522,622 in 2018 <br />(93% increase in valuation). The increase was primarily due to three significant permits for the construction <br />of a single-story office building, the conversion of a retail facility into a production facility and the <br />remodeling of a school. <br /> <br />The City does not expect the significant construction activity for 2020 that was experienced in 2019. There <br />are not any major projects on the horizon at this time and few undeveloped residential lots remaining. <br /> <br />The City continues to review strategies regarding community development, looking at how to best utilize <br />sites in the City that would be candidates for new development and redevelopment projects. The City is <br />also evaluating the creation of a housing rehabilitation program to help maintain housing stock. <br /> <br />With the increase in building activity and the continued recovery of the housing market, the City expects <br />to see continued growth in our annual market value as indicated in the chart below. <br /> <br /> <br /> <br />MAJOR INITIATIVES <br />Cooperative Efforts with Other Entities/Jurisdictions: <br />The City contracts with the Little Canada Fire Department for fire services. LCFD is an independent <br />corporation that provides contracted service only to Little Canada. <br /> <br />The City contracts for police protection through the Ramsey County Sheriff’s Department. We are one of <br />seven jurisdictions in the County to participate in the relationship. Managers/Administrators of each <br />participant jurisdiction meet monthly to review operations, set budgets, and discuss service level in a <br />cooperative manner that helps keep police costs as low as possible while meeting the public safety needs <br />of our communities. <br /> <br />The City is 1 of 45 jurisdictions that contracts with Roseville for information technology (IT) services.
