STAFF REPORT <br />TO:Mayor Keis and Members of City Council <br />FROM:Brenda Malinowski, Finance Director <br />DATE:August 26, 2020 <br />RE:Consider Waiving Utility Late Fees during the declared Local Emergency <br />(COVID-19) <br />ACTION REQUESTED: <br />Decision on waiving 2nd quarter late fees on municipal utility bills during the declared Local <br />Emergency (COVID-19). <br />BACKGROUND: <br />The Local Emergency Declaration (Resolution 2020-2-37) approved at the March 25th Council <br />Meeting, “directs City Staff to review ordinance and regulatory requirements, operations, civil <br />and legal proceedings, events, and resources to determine whether the foregoing should be <br />adjusted or suspended, and to make recommendations regarding additional emergency <br />regulations to support the employees and residents of the City of Little Canada”. <br />Late fees were waived on the 1st quarter utility bills. Council should decide whether to waive <br />late fees on the 2nd quarter utility bills. <br />Whether late fees are waived or not waived, it is recommended that the City begin the annual <br />certification of utility bills in September. This process will ensure that the past due amounts are <br />certified to the County as assessments. These assessments are attached to the property so that the <br />assessments are easily discovered, if the property is sold or transferred. <br />FINANCIAL IMPACT: <br />1st Quarter 2020 late fees waived were $10,652. Estimated 2nd Quarter 2020 late fees are <br />estimated to be $8,822.
