STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Heidi Heller, City Clerk <br />DATE:September 9, 2020 <br />RE:New Massage Therapist License & Massage Therapy Business License at <br />100 County Road C West <br />ACTION TO BE CONSIDERED: <br />Approve a new Massage Therapist License for Tushanthia Tensley and a Massage Therapy <br />Business License for Grace Healed Me, LLC at 100 County Road C West, Suite 202. <br />BACKGROUND: <br />Tushanthia Tensley is the owner of Grace Healed Me massage which is currently located in <br />Roseville. She is planning to move to Little Canada into the vacated suite of a former massage <br />therapy business. Ms. Tensley is the business owner and will be the only massage therapist <br />working here. <br />Ms. Tensley has submitted all of the required application materials and fees for a massage <br />therapist license and massage therapy as a principal business license. A background check on <br />Ms. Tensley conducted by the Ramsey County Sheriff’s Department was satisfactory. The City <br />of Roseville has indicated that they were not aware of any issues associated with Ms. Tensley or <br />her business. <br />The property at 100 County Road C West is a multi-unit commercial office building that is zoned <br />B-3, General Business. Per the Zoning Code, massage therapy is allowed as a conditional use in <br />B-3 zoning districts. A conditional use permit (CUP) for massage therapy was approved for this <br />property in May 2018, and CUP’s stay with the property. There are currently no active massage <br />therapy business licenses in Little Canada. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of a new Massage Therapist License for Tushanthia Tensley and a <br />Massage Therapy Business License for Grace Healed Me, LLC at 100 County Road C West, <br />Suite 202, for the period September 10, 2020 to June 30, 2021.
