STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Heidi Heller, City Clerk <br />DATE:September 9, 2020 <br />RE:New Auto Outdoor Retail Sales License for Quality Motor Sales at 120 County <br />Road C West <br />ACTION TO BE CONSIDERED: <br />Approve a new Auto Outdoor Retail Sales License for Quality Motor Sales at 120 County Road <br />C West. <br />BACKGROUND: <br />The property at 120 County Road C West (former Tom’s Auto Sales) recently sold and the new <br />owner has applied for an auto sales license. The City Code only allows for one auto sales <br />license, but former property owner, Tom Tubbesing, has now canceled his auto sales license. <br />Jose Pablo Rubio is the owner of Quality Motor Sales, and he has two other locations; Jordan <br />and Cannon Falls. <br />An auto sales license was first issued to Mr. Tubbesing in 1984. As things changed with the <br />business and the Zoning Code, a conditional use permit was approved for this property, and a <br />CUP amendment was approved in 2000. Conditional use permits run with the property, and the <br />new owner has been given information about the existing CUP and the conditions that remain in <br />place on the property. <br />The applicant has submitted the required forms and fee. The initial application for an auto sales <br />license requires City Council approval, and the license renewals are then done administratively. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of an Auto Outdoor Retail Sales License for Quality Motor Sales at <br />120 County Road C West for the period August 18, 2020 to June 30, 2021.
