<br />Contractual Services <br />Contractual services include those services that the City receives through a contract such as <br />police services, fire services, striping services, electric and gas utilities, etc. The Little Canada <br />Fire Department is requesting a 3.5% ($13,460) decrease in the fire services contract for 2021. <br />The police services contract through Ramsey County has an increase of $71,964 (4.19%) and is <br />the single, largest change in the budget. In order to have lowest possible levy increase, <br />contractual services were reviewed in detail. Recommended decreases in contractual services <br />are as follows: <br />• LCFD request for contract decrease in 2021 ($13,460) <br />• Reduction in crack-filling ($17,500) <br />• Reduction in attorney services contract to 4-year average ($6,000) <br />• Reduction of fire marshal contract ($11,000) <br />• Restructure of recreation services contract. Move recreation services contract to Special <br />Recreation Revenue Fund ($30,100) <br />• Removal of one-time planning code update that was in 2020 budget ($10,000) <br />Due to the large cost per capita that Little Canada pays for police services when compared to the <br />other cities in the Ramsey County Sheriff’s police services contract, it is proposed to continue to <br />analyze the contract and ways to reduce the cost for police services in the future. <br />When compared to the other contract cities, Little Canada pays $151.33 per capita. <br /> <br />Based on 2021 Net Contract (Expenses less revenue) when compared to 2019 Met Council population <br />estimate. <br /> <br /> <br /> <br /> <br />DRAFT DOCUMENT -9/3/2020 9
