However, when compared to the other contract cities, Little Canada pays $225.95 per call.
This is the lowest amount per the contract cities.
Based on 2021 Net Contract (Expenses less revenue) when compared to 2019 calls for service.
This information is based on a total of 7,086 calls for service in 2019. Nearly half (48%) of these
calls are classified as other/miscellaneous calls which include assisting medical calls, fire calls,
and alarm calls. Many of these calls are related to vehicle accidents and take place on Highway
36, I-684, and I-35E. The other half of all calls include crimes against persons, crimes against
property, traffic related calls, and quality of life calls involving damage to property or disruption of
public order. The annual contract fees are heavily weighted to reflect calls for service, which
means the City of Little Canada pays a higher cost per capita than many of the other contract
cities. Staff has proposed adjusting the formula, but so far this has not been well received. The
2021 contract for police services with the Ramsey County Sheriff’s Department (RCSD) includes
a 3.55% increase ($356,210.10) in expenditures over the 2020 budget. The major cost drivers for
the RCSD include the following items:
•Personnel costs, including a 2.5% cost of living adjustment and increases for retirement
contributions.
•Automotive repair increases due to County garage rates, which are currently $90 per hour.
The 2021 budget also includes funding for body worn and in car cameras at the same rate of
funding that was included in the 2020 budget. The retraining for deputies also meets new state
mandates, including crisis intervention, mental health, conflict management, mediation, implicit
bias, diversity training.
DRAFT DOCUMENT -9/3/2020 10
