STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Bill Dircks, Public Works Director <br />DATE:October 14, 2020 <br />RE:Replacement of Outfield Fence Posts at Pioneer Park Field 3 <br />ACTION TO BE CONSIDERED: <br />Motion to approve the replacement of the outfield fence posts at Pioneer Park Field 3 by Keller <br />Fence for $12,130. <br />BACKGROUND: <br />The fence posts of the outfield fences at Pioneer Park have been heaving over the years. The <br />heaving is caused by the moving soils catching the concrete surrounding the posts and lifting <br />them up. The posts at Field 2 and a portion of the posts at Field 4 were replaced a few years ago <br />and now Field 3 is in need of some work. <br />The fence fabric and top and bottom rails will be removed and re-used and the posts will be <br />removed and hauled away. New posts will be pounded straight into the ground at a deeper depth <br />that does not require concrete surrounding them. This will allow the ground to move but not take <br />the posts with it. It has proven to be effective on the fields that have already been completed. <br />Three companies were contacted and two provided quotes for the work. <br />-Keller Fence: $12,130.00 <br />-Midwest Fence: $21,324.00 <br />Once the fence and posts have been removed the warning track will be re-graded by a different <br />contractor prior to the new posts being installed. <br />SOURCE OF FUNDS: <br />$12,000 has been budgeted for the fence work in the 2021 Parks Capital Improvement Plan. <br />Staff believes this fall is a better time to complete the work so the fields are ready for play in the <br />spring. <br />STAFF RECOMMENDATIONS: <br />Staff recommends awarding the Fence post replacement project to Keller Fence at a price of <br />$12,130.
