STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Bill Dircks, Public Works Director <br />DATE:October 14, 2020 <br />RE:City Hall Siding Restoration <br />ACTION TO BE CONSIDERED: <br />Motion to approve the preferred method of restoring the cedar siding on City Hall at a cost of <br />$9,250 or $27,472. <br />BACKGROUND: <br />The cedar siding that is prevalent on City Hall has some areas that are in bad condition. The <br />bottoms of most of the boards are rotting at the areas near the front entry and along the south side <br />of the building where it meets the roof. In other areas the cedar is in very good condition and <br />only needs to be painted. The screening fence in front of the air conditioners also needs to be <br />restored or replaced. <br />Staff looked at two options to restore the siding. <br />-The first is to work with the existing cedar siding. That involves cutting up to eight <br />inches off of the bottom of the boards that run along the roof line and replacing them with <br />a wood grained, PVC, paintable 1 x 8 inch horizontal trim board with flashing. This <br />would eliminate the close contact of the cedar to the wet roof and, hopefully, prevent any <br />further rotting. The rest of the cedar would be prepped and painted and the fence would <br />be restored new boards as necessary and painted. There would be some maintenance <br />down the road as the cedar continues to age. The cost of this option as provided by Best <br />Painting and Cedar Specialists is $9250. <br />-The second option is to attach a weather barrier to the existing cedar and attach metal <br />wall panels to the weather barrier over the top of the cedar. The metal panels lock <br />together and form a new look siding that is low-to-no maintenance. The same metal <br />panels would be used on the screening fence as well. The low quote for this option was <br />submitted by Redline Architectural Sheet Metal with a cost of $27,472. <br />SOURCE OF FUNDS: <br />Funds in the amount of $35,000 were budgeted in the 2020 Capital Improvement Plan for siding <br />repairs on City Hall. <br />STAFF RECOMMENDATIONS: <br />Staff recommends awarding the siding work to the proper vendor based on the type of restoration <br />desired by the City Council.
