<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Heidi Heller, City Clerk <br /> <br />DATE: October 14, 2020 <br /> <br />RE: Ordinance 848, Amending Ch. 2202, Massage Therapy as an Accessory Use <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Adopt Ordinance 848 amending City Code Chapter 2202, Massage Therapy as an Accessory <br />Use, and approve publication of a summary ordinance. <br /> <br />BACKGROUND: <br />City Staff has received a few calls in the last year from massage therapists and chiropractors <br />inquiring if a massage therapist could work in a chiropractor office. The City Code currently <br />only allows a massage therapist to work in a beauty parlor or a fitness center. City Code Chapter <br />2202, Massage Therapy as an Accessory Use, specifically states “Licenses may be granted only <br />to establishments associated with and operating within the confines of and incidental to a <br />properly zoned beauty parlor and a properly zoned fitness center.” <br /> <br />It has become common to see massage therapy also included in a chiropractic office. It is a <br />logical partnership due to the nature of the services, and for economic reasons. The Code has a <br />limit of three massage therapists that can be licensed per establishment, but it is unlikely that <br />there would be more than one working in a chiropractic office. Every individual massage <br />therapist must be licensed annually by the City, which includes a background check, and <br />massage therapy requires a conditional use permit regardless of whether it is an accessory or <br />principal use. <br /> <br />STAFF RECOMMENDATION: <br />Staff recommends adoption of Ordinance 848 amending City Code Chapter 2202, Massage <br />Therapy as an Accessory Use, and approve publication of a summary ordinance. <br /> <br /> <br /> <br /> <br />
