CITY OF LITTLE CANADA <br />RAMSEY COUNTY <br />STATE OF MINNESOTA <br />ORDINANCE NO. 848 <br /> <br />AN ORDINANCE AMENDING LITTLE CANADA CITY CODE CHAPTER 2202, <br />MASSAGE THERAPY AS AN ACCESSORY USE <br /> <br />The City Council of the City of Little Canada, Ramsey County, Minnesota does hereby ordain: <br /> <br />SECTION 1. The City Council of the City of Little Canada hereby amends Chapter 2202, <br />Massage Therapy as an Accessory Use, of the Little Canada Municipal Code by adding the <br />underlined material and deleting the stricken material as follows: <br /> <br />2202.030. GRANTING, DENYING AND RESCINDING OF LICENSES FOR <br />MASSAGE THERAPY AS AN ACCESSORY USE. <br /> <br />1. Licenses may be granted only to establishments associated with and operating <br />within the confines of and incidental to a properly zoned chiropractic office, beauty parlor and a <br />properly zoned fitness center. <br /> <br />2. No more than three (3) massage therapist individual licenses will be issued to any <br />business establishment. <br /> <br />3. Licenses may be denied or rescinded if the premises of the establishments do not <br />meet the requirements of the City Council, and of the building, safety and sanitation regulations <br />of the City of Little Canada, and State of Minnesota. <br /> <br />4. Licenses may be denied or rescinded if there is any fraud or deception involved in <br />the license application. <br /> <br />5. Licenses may be denied or rescinded if the applicant, licensee or employee of the <br />same fail to comply with, or have a history of violations of the laws or ordinances which apply to <br />health, safety, or moral turpitude. <br /> <br />6. The City Council may attach such reasonable conditions to the license as it, in its <br />sole discretion, deems to be appropriate. <br /> <br />7. The City may run criminal history checks on any applicant for a license pursuant <br />to this chapter. <br /> <br /> 8. A license for massage therapy business license as an accessory use shall be <br />reviewed annually. No license approved by the City grants the licensee a property right or <br />entitlement to a license. The City Council may refuse to issue, refuse to renew, or may suspend
