<br />The benefits of contracting with Ramsey County to run elections are; the large numbers of <br />people voting before Election Day is expected to remain high, and this process is very labor <br />intensive; if there are any voter problems, lawsuits or recounts, the responsibility would fall to <br />the County instead of the city; and it would relieve the burden of running an election off of city <br />staff members. Election work begins in May and runs through November, and during the <br />Presidential Election years when there are elections in March, August and November, staff <br />would have election work responsibilities for 12 months, from December through November. <br /> <br />Every Ramsey County City Clerk is still involved with the election process, and meets with and <br />communicates regularly with County staff during every election. Cites continue to communicate <br />election information to their residents, and help them through the voting process, even if they <br />contract with the county. Ramsey County began running other cities elections over 12 years ago <br />and have been doing a great job. They now run elections for 9 of the 14 Ramsey County cities <br />and no city has gone back to running their own elections. <br /> <br />STAFF RECOMMENDATION: <br />Staff recommends approval of the 2021-2026 Agreement between Ramsey County and the City <br />of Little Canada for Election Services. <br />
