<br /> <br /> <br /> <br />TO: Heidi Heller, City of Little Canada <br />FROM: David Triplett, Ramsey County Elections Manager <br />SUBJECT: Contract for Election Services <br />DATE: October 2, 2020 <br /> <br />Thanks for your interest in having the Ramsey County Elections Office administer elections on behalf of your <br />city. In order to do so, the City of Little Canada and Ramsey County will need to execute a contract. The contract <br />is attached. It will begin on January 1, 2021 and end on December 31, 2026. There are a few items we want you <br />to be aware of: <br />The cost schedule accounts for: <br />• An increased hourly wage for election judges to bring the pay scale in alignment with other jurisdictions <br />in the Twin Cities Metro Area, as well as the wage paid to Census workers and local businesses in <br />Ramsey County. Election Judges have not received a raise in the hourly rate since 2016. Currently, <br />precinct judges make $10 an hour. The increase will increase precinct judge wages to $15 an hour and <br />will increase all other positions by $5 an hour. <br />• Accommodate the increased volume of vote by mail and in-person early voting. This is primarily a <br />statutory duty that applies to all municipalities. As you are aware, the increase in this activity has been <br />prodigious this cycle – that aside, there has been a steady increase every year since 2012 and we project <br />this to be increasingly popular beyond this cycle. We have provided this option for voters while <br />maintaining Election Day voting access and resources. <br />• Account for duties that are statutorily related to cities that were not identified as in the previous <br />Election Services contracts. <br />Additionally: <br />• All jurisdictions will share the same contract terms - terms and conditions of the contract are non- <br />negotiable by individual municipality. <br />• Contracts for precincts located outside of Ramsey County will no longer be offered. These precincts will <br />need to be managed under a mutually agreeable method (such as a Joint Powers Agreement) between <br />the corresponding county, municipality and Ramsey County. <br />
