4

Proposal:
The proposal received is included in the packet and lists the work that would be carried out
during this process, over 12-14 months. The City has received several verbal bid estimates from
other local planning firms, of which had a range of $35,000-$100,000 for the same work. City
staff believes that this proposal of $22,500, not only fits our needs for zoning code
improvements, but also fits the City’s budget in utilizing existing fund balance.

Planning Commission:
At the October 8th, Planning Commission meeting, the Commissioners discussed the existing
Zoning Code, land uses, and ways in which the code can be modified to fit today’s needs, they
talked about clarifying confusion within the language, be more business friendly, increase
performance standard language around development and uses, and eliminate conflicting
language related especially to the PUD district and conditional uses, which will provide easier
decision-making for the Commissioners when applicants bring proposals to the Commission.

STAFF RECOMMENDATION:
Staff recommends approving a contract for the 2021 Zoning Code Amendment process in the
amount of $22,500, which will utilize fund balance and does not impact the budget.
