3824 Huntington Avenue St. Louis Park, Minnesota 55416
952.920-1749 bill@weberplanning.com

Ms. Corrin Wendell
Community Development Director
City of Little Canada
515 Little Canada Road East
Little Canada, Minnesota 55117

Dear Corrin:

I propose to help the City prepare a new draft of its zoning code for a flat fee of $22,500. I
estimate that this work will require 180 hours of my time at the rate of $125.00 per hour,
which I think is an adequate budget for a code that we both can be proud of.

My work would include:
• Reviewing and analyzing the current code
• Outlining a new ordinance
• Drafting the text of the ordinance. I anticipate that would involve
o Deleting three or four of the current zoning districts and revising others
o Writing new sections on administrative processes, general provisions, specific
development requirements, general development requirements, conditional uses,
temporary uses, non-conforming uses, rules and definitions, and enforcement
o Restructuring the lists of uses into tables and generally consolidating them into
broader categories
o Incorporating without change the City’s current regulations for the planned-unit
district, floodplains, shorelands and wetlands
o Numbering the text consistent with the City’s system
o Reviewing the draft text with you in logical clusters.
• Preparing eight explanatory memos for the Planning Commission
• Reviewing the draft text and memos with you and the Planning Commission via the
Internet
• Attending the public hearings via the Internet.

I propose that my work would not include amending sign regulations, conducting outreach to
the general public beyond what I described above, amending the subdivision regulations, or
final codification.
