<br /> <br /> <br /> <br />In the last four years, consumption billed has only been between 65%-75% of the flow rate by Metropolitan <br />Council Environmental Services (MCES). <br /> <br /> There are a couple of factors that staff contributes to the low percentage billed. <br />1. There are 56 properties in Little Canada that are on wells but have city sewer. These <br />properties are billed a flat quarterly sewer charge. ($50 per well per quarter currently) <br />2. There are two manufactured home parks in Little Canada that are on wells but have Little <br />Canada city sewer. These properties are charged a flat fee for each unit in the manufactured <br />home park at $43.64. <br /> <br />Future Sewer Rate Increases <br />In reviewing the sewer rates, consumption billed was held flat and capital outlay needs to 2034 were <br />included in the rate analysis. A 4% percent increase in rates is needed in the near future. Based on a 3% <br />percent increase in operating expenses per year, the rate increases are estimated to continue at a 4% <br />percent increase per year in the near future. <br /> <br />Future rate increases will be analyzed during the budget process each year and may change from the 4% <br />percent increase per year.
