Refuse and Recycling The City is in the final year of the five-year contract for refuse and recycling services. There are two items that impact the refuse and recycling rates each year. The first is the tipping fees that are set by Ramsey County. The tipping fee will be increasing by $2 per ton (2.44%) in 2021. According to the contract, this increase is required to be reflected in the rates and is included in the disposal line. The second item that impacts the refuse and recycling rates each year, are the increases that were agreed to in the five-year contract with the haulers. These increases and are included in the collection and recycling lines below. Bulky Items Included in the contract for refuse and recycling services, each residence is allowed to dispose of up to three bulky items per year. These three items are included in the rates listed above. Bulky items beyond the three items are charged to the residence, based on prices set in the contract in the Bulky item schedule. The contract haulers may request a change to these prices and these changes are subject to city approval. The contract haulers have requested a flat increase of $3 per item for bulky items beyond the three items included in the contract and a change in the extra bag fee from $2 to $3 per item. The request for the increase is based on the tipping fee that was $58/ton in 2017 and will be $84/ton in 2021. Over the last two years, there have only been approximately 70 additional bulky items disposed of per year. STAFF RECOMMENDATION: Approve Ordinance 849 amending the Fee/Rate Schedule for the City of Little Canada relative to the utility rates for 2021 and authorize summary publication of the Ordinance.
