<br />H:\LTCANADA_CI_MN\0N1123140\2_Preliminary\C_Reports\Preliminary-Final Plat Review 1\Engineering Staff Review 1.docx <br /> <br />December 14, 2021 <br /> <br />Corrin Wendell, AICP <br />Community Development Director <br />City of Little Canada <br /> <br />RE: Preliminary/Final Plat Submittal Review #1 – Gervais Woods 2nd Addition <br /> <br /> <br />Corrin, <br /> <br />We have reviewed the Gervais Woods 2nd Addition Preliminary & Final Plat submittal, dated October 27, <br />2021. This submittal was made by Sathre-Bergquist on behalf of Landmark of Little Canada, LLC. The <br />contents of the submittal were reviewed for general conformance with the City’s comprehensive plans, <br />the City’s technical standards, and industry design standards. Comments provided or not provided with <br />this review do not affect or limit comments provided in subsequent plan reviews. <br /> <br />ADMINISTRATIVE <br />1. A cash escrow amount will be determined once the developer submits a project cost estimate. The <br />escrow amount is equal to $7,500 plus 12% of the estimated public infrastructure construction cost. <br />The first escrow amount is intended to cover plan review by the City Engineer. The second escrow <br />amount is intended to cover construction inspection, construction materials testing, and <br />administration & acceptance of public improvements. <br />2. A letter of credit amount will be determined once the developer submits an itemized project cost <br />estimate. The Letter of Credit is the estimated public infrastructure construction cost plus 25% as <br />established by the Engineer. A 2-year warranty/performance bond is required prior to release of the <br />LOC. <br />3. A pre-construction meeting shall be held at City Hall with engineering staff. Erosion control shall <br />be installed and inspected by engineering staff prior to commencing work under this agreement. <br />4. Developer shall resubmit construction plans to the City Engineer for approval. A stamped set of <br />plans will be provided when City approval is received. No work shall occur until a final set of <br />construction plans and specifications are approved. <br />5. An as-built record plan shall be provided and signed a MN registered land surveyor or professional <br />engineer. The record plan shall certify that the grades are as shown on the final submitted grading <br />plan (EOF’s, side yard swales, critical elevation points). Surveyed shots verifying the conditions <br />are required. Final invert elevations of sanitary sewer and storm sewer infrastructure shall also be <br />verified with surveyed shots. All as-built information shall be provided on an as-built set of <br />construction plans. The survey points shall also be provided to the City in a digital format (C3D, <br />point file, etc.) <br />6.
