<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Heidi Heller, City Clerk/Human Resources Manager <br /> <br />DATE: January 27, 2021 <br /> <br />RE: Code Enforcement/Rental Housing Coordinator Position <br /> <br />ACTION TO BE CONSIDERED: <br />Consider approval of Code Enforcement/Rental Housing Coordinator job description and authorize <br />advertising for the position. <br /> <br />BACKGROUND: <br />In May of 2019, the Associate Planner/Code Enforcement Coordinator resigned. At that time, staff <br />reviewed the needs of the city and recommended a reorganization of the Community Development <br />Department and established a full-time Community Development Director/Planner position and a <br />part-time Code Enforcement/Housing Coordinator position. The City’s rental housing licensing <br />program had not been updated since 2009, and staff determined that bringing the rental housing <br />inspections in-house would improve the program. The additional revenue generated from the <br />revised rental license fees would also help to fund this new housing inspector position. <br /> <br />The initial plan was to hire the new Community Development Director in February 2020 followed <br />by the Code Enforcement/Housing Coordinator position in the spring. The Community <br />Development Director started on February 24, 2020 and then a few weeks later COVID-19 changed <br />everything. The updated rental housing licensing program was implemented in October of 2020, so <br />we need to get the Code Enforcement / Housing Coordinator position in place and trained in April <br />or May of 2021 in order to meet the needs of the city. <br /> <br />Staff has prepared a draft position description for this position (see attached) and the anticipated <br />timeline for the hiring process is as follows: <br />• Advertise position with LMC and post in multiple locations by February 1 <br />• Applications due February 16 at 4:30pm <br />• Interviews conducted March 1-15 (Time for up to 3 rounds of interviews, if needed) <br />• Selection of final candidate the week of March 15 <br />• Approval of final candidate at March 24 City Council meeting <br />• Proposed start date: Either April 5 or April 12 <br /> <br />STAFF RECOMMENDATION: <br />Staff recommends approval of the job description and anticipated hiring timeline for the new Code <br />Enforcement/Rental Housing Coordinator and authorize advertising for the position. <br />
