<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Steve Westerhaus, Building Official <br /> <br />DATE: January 27, 2021 <br /> <br />RE: Adoption of 2020 Minnesota State Building Code <br /> <br />ACTION TO BE CONSIDERED: <br />Approve Ordinance 850, Adopting the 2020 Minnesota State Building Code, and authorize <br />summary publication of the Ordinance. <br /> <br />BACKGROUND: <br />Municipalities that enforce the State Building Code are required to update their building code <br />ordinance to reflect the new building code in order to enforce it properly. Minnesota statute <br />326B.121 states; “The State Building Code is the standard that applies statewide for the <br />construction, reconstruction, alteration, repair, and use of buildings and other structures of the <br />type governed by the code.” <br /> <br />A copy of Chapter 301 is attached showing the changes needed to bring our current City Code up <br />to date to correspond with the new 2020 Minnesota State Building Code. <br /> <br />The optional provisions mentioned in the ordinance refers to Minnesota Rules Chapter 1306, <br />Special Fire Protection Systems, Chapter 1335, Floodproofing Regulations, parts 1335.0600 to <br />1335.1200 and Appendix Chapter J (Grading), of the 2006 International Building Code. <br /> <br />1. Chapter 1306, Special Fire Protection Systems, with Subpart 2, is currently adopted by <br />the City of Little Canada and provides for the installation of fire suppression systems in <br />new buildings, buildings increased in floor area (including the existing building), or <br />buildings which have the occupancy classification changed. The floor area requirements <br />are based on the gross floor area of the entire building. <br /> <br />2. Chapter 1335, Floodproofing Regulations apply to the construction, alteration or <br />repair of any building or parts of a building or structures in the flood hazard area(s) of the <br />municipality. <br /> <br />3. IBC Appendix Chapter K (Grading) provisions apply to grading, excavation and <br />earthwork construction including filling, of properties located within the boundaries of <br />the municipality. <br /> <br />
