STAFF REPORT
TO:Mayor Keis and Members of the City Council
FROM:Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager
DATE:March 10, 2021
RE:Spooner Park Lower Shelter
BACKGROUND:
The Spooner Park Lower Shelter was programmed for replacement in the 2020 Capital
Improvement Plan (CIP) and was identified in the Parks Master Plan as needing to be updated
and enhanced to better serve the community. At the September 23, 2020, the City Council
reviewed the shelter options and approved moving forward with the project and soliciting bids.
Shortly after approval, staff found out that there was an approximate 12-16 week lead time on
shelters and decided to postpone the project until early 2021 since it would not be feasible to
remove and install new concrete and shelter in the cold winter months.
The new shelter will replace the existing 20 ft. x 24 ft. (480 sqft) shelter with a larger 16 ft. x. 34
ft. (544 sqft) shelter and offer some enhanced features with upgraded support columns and
tongue and groove wood roof decking under the metal roof for both aesthetics and acoustics.
This shelter is available for rent and offering an upgraded shelter will be a much-needed
enhancement to the park system.
Staff solicited quotes from two shelter vendors and one contractor who works with an additional
shelter vendor. The two shelter vendors were not interested in providing quotes for the concrete
and electrical work that was needed. Staff had been told that they would be interested in
submitting a quote for all portions of the project, so only one quote was received from the
contractor for the entire project.
That initial quote was over the budgeted amount, but still within reason. To do our due diligence
and meet our financial policy staff solicited another contractor for an additional quote. At this
time staff expects to receive this quote early next week and will provide a full staff report and
recommendation as an addition to the agenda.
