<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br /> <br />DATE: March 10, 2021 <br /> <br />RE: Purchase Spooner Park Lower Shelter & Award Construction Contract <br /> <br />ACTION REQUESTED: <br />Motion to approve the purchase of the SteelWorx Gable Shelter from St. Croix Recreation for <br />$29,317.00 <br /> <br />Motion to approve up to $50,000 for the contract with Albrecht and additional engineer fees <br />from Bolton & Menk to complete the work. <br /> <br />BACKGROUND: <br />The Spooner Park Lower Shelter was programmed for replacement in the 2020 Capital <br />Improvement Plan (CIP) and was identified in the Parks Master Plan as needing to be updated <br />and enhanced to better serve the community. At the September 23, 2020, the City Council <br />reviewed the shelter options and approved moving forward with the project and soliciting bids. <br />Shortly after approval, staff found out that there was an approximate 12-16 week lead time on <br />shelters and decided to postpone the project until early 2021 since it would not be feasible to <br />remove and install new concrete and shelter in the cold winter months. <br /> <br />The new shelter will replace the existing 20 ft. x 24 ft. (480 sqft) shelter with a larger 16 ft. x. 34 <br />ft. (544 sqft) shelter and offer some enhanced features with upgraded support columns and <br />tongue and groove wood roof decking under the metal roof for both aesthetics and acoustics. <br />This shelter is available for rent and offering an upgraded shelter will be a much-needed <br />enhancement to the park system. <br /> <br />Staff received quotes from three different vendors on the 16ft x 34ft shelter structure with the <br />upgraded columns and tongue and groove wood decking. St. Croix Recreation provided the low <br />quote of $29,317.00 for the shelter. Many other local communities have used the style of shelter <br />that St. Croix Recreation has and have been very pleased with it. <br /> <br />Staff received a quote from Albrecht Company for the removal of the current shelter and <br />concrete pad, site grading and preparation, shelter installation, electrical, and lighting for <br />$48,647.50. In order to attempt to meet the City’s financial staff solicited another vendor to <br />provide a quote for the work Albrecht quoted. They submitted a quote for the concrete work and <br />indicated they would follow up with a quote for the additional work that is needed, but they did <br />not do so. The concrete quote was comparable to the quote provided by Albrecht. The shelter
