<br /> <br />Proposal for TIF Services January 2021 <br />Little Canada, Minnesota Page 2 <br /> <br />Scope of Work <br />The TIF Management Plan Update will include: <br /> A cashflow projection for each District that will extend through the term <br />of the District and beyond for decertified districts <br /> A thorough analysis of key compliance areas such as <br /> Limitations on administrative expenses <br /> The four- and five-year rules <br /> Comparison to the TIF Plan budgets <br /> Excess increment <br /> A review of new developer agreements and amendments to existing <br />agreements to determine whether the developments are complying <br />with non-financial requirements, such as job creation or housing income <br />restrictions <br /> A review of all active PAYGO Notes and prior payments <br /> Identification of opportunities to maximize the use of TIF <br /> Recommendations for potential actions such as budget modifications, <br />pooling, or allocation of administrative expenses. <br />The City will obtain TIF budgets for each District in Excel and a full report that <br />memorializes the key information about each district and provides a long- <br />term management tool for staff. <br /> <br />Proposed Fees <br />The proposed project will be billed on an hourly basis with a not-to-exceed <br />fee of $12,250 (or $1,750 per TIF District). <br />
