<br /> <br /> <br />January 18, 2021 <br /> <br />Brenda Malinowski <br />Finance Director <br />City of Little Canada <br />515 Little Canada Rd <br />Little Canada, MN 55117 <br /> <br />Re: Proposal for a TIF Management Plan Update <br /> <br />Dear Brenda: <br /> <br />On behalf of Ehlers, I am pleased to present this proposal to provide a Tax <br />Increment Financing (“TIF”) Management Plan Update for the City of Little <br />Canada. We are deeply appreciative of our long-standing relationship with <br />the City and hope that our past efforts and this proposal demonstrate our <br />team’s collective qualifications – and surpass your expectations for quality <br />and value. <br />Ehlers first completed the City’s TIF Management Plan in 2008, with updates <br />in 2011 and 2016. Since then City staff, in consultation with Ehlers, have been <br />utilizing the plan to assist with budgeting and TIF-eligible expenditures. We <br />recommend periodically refreshing the plan to incorporate new TIF Districts, <br />remove decertified Districts, and ensure continued compliance with state <br />statutes. <br />Importantly, the TIF Management Plan also looks for opportunities. Is the City <br />using its ability to pool between districts? Can TIF be used for affordable <br />housing, if desired? Will a budget amendment allow the City to collect more <br />increment than originally anticipated? We have helped the City find <br />opportunities within existing TIF Districts to facilitate City development goals. <br /> <br /> <br />
