STAFF REPORT TO:Mayor Keis and Members of City Council FROM:Heidi Heller, City Clerk/HR Manager Corrin Wendell, Community Development Director DATE:April 14, 2021 RE:Hire of Code Enforcement/Rental Housing Coordinator Position ACTION TO BE CONSIDERED: Approve the hire of Brian Kaden for the Code Enforcement/Rental Housing Coordinator position. BACKGROUND: In May of 2019, the Associate Planner/Code Enforcement Coordinator resigned. The adopted Strategic Plan encourages optimizing organizational structure and conducting a staff assessment to identify areas of need, and staff took the opportunity to do this and instead created a full-time Community Development Director/Planner position and a part-time Code Enforcement/Rental Housing Coordinator position. The City’s rental housing licensing program had not been updated since 2009, and staff determined that bringing the rental housing inspections in-house would improve the program. The initial plan was to hire the new Community Development Director in February 2020 followed by the Code Enforcement/Rental Housing Coordinator position in the spring. The Community Development Director started in February 2020 and then a few weeks later COVID-19 changed everything and hiring the part-time position was put on hold. The updated rental housing licensing program was implemented in October of 2020, and a contract inspection company has been conducting these inspections until the Code Enforcement/Rental Housing Coordinator position is filled. The Code Enforcement/Rental Housing Coordinator position was posted for four weeks and 13 applications were received. Staff initially selected 6 applicants and conducted interviews by Zoom, then narrowed the list to three candidates for second interviews which took place on March 26. The interview panel consisted of Community Development Director Corrin Wendell and City Clerk/HR Manager Heidi Heller, and the final candidate meeting with the City Administrator. All three of the final candidates were qualified, but Mr. Kaden stood out as the top candidate since he is already a certified building official and comes with several years of experience as a housing inspector in the real estate market. Mr. Kaden has accepted the employment offer to start at the Year 1 wage level, and his first day will be on Monday, April 26, 2021. STAFF RECOMMENDATION: Staff recommends the City Council approve the hire of Brian Kaden for the Code Enforcement/Rental Housing Coordinator position with an official start date of April 26, 2021.
