STAFF REPORT <br />TO:Mayor Keis and Members of City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />Corrin Wendell, Community Development Director <br />DATE:April 14, 2021 <br />RE:Hire of Code Enforcement/Rental Housing Coordinator Position <br />ACTION TO BE CONSIDERED: <br />Approve the hire of Brian Kaden for the Code Enforcement/Rental Housing Coordinator position. <br />BACKGROUND: <br />In May of 2019, the Associate Planner/Code Enforcement Coordinator resigned. The adopted <br />Strategic Plan encourages optimizing organizational structure and conducting a staff assessment to <br />identify areas of need, and staff took the opportunity to do this and instead created a full-time <br />Community Development Director/Planner position and a part-time Code Enforcement/Rental <br />Housing Coordinator position. The City’s rental housing licensing program had not been updated <br />since 2009, and staff determined that bringing the rental housing inspections in-house would <br />improve the program. <br />The initial plan was to hire the new Community Development Director in February 2020 followed <br />by the Code Enforcement/Rental Housing Coordinator position in the spring. The Community <br />Development Director started in February 2020 and then a few weeks later COVID-19 changed <br />everything and hiring the part-time position was put on hold. The updated rental housing licensing <br />program was implemented in October of 2020, and a contract inspection company has been <br />conducting these inspections until the Code Enforcement/Rental Housing Coordinator position is <br />filled. <br />The Code Enforcement/Rental Housing Coordinator position was posted for four weeks and 13 <br />applications were received. Staff initially selected 6 applicants and conducted interviews by Zoom, <br />then narrowed the list to three candidates for second interviews which took place on March 26. The <br />interview panel consisted of Community Development Director Corrin Wendell and City Clerk/HR <br />Manager Heidi Heller, and the final candidate meeting with the City Administrator. <br />All three of the final candidates were qualified, but Mr. Kaden stood out as the top candidate since <br />he is already a certified building official and comes with several years of experience as a housing <br />inspector in the real estate market. Mr. Kaden has accepted the employment offer to start at the <br />Year 1 wage level, and his first day will be on Monday, April 26, 2021. <br />STAFF RECOMMENDATION: <br />Staff recommends the City Council approve the hire of Brian Kaden for the Code <br />Enforcement/Rental Housing Coordinator position with an official start date of April 26, 2021.
