Kasma, P.E., City Engineer DATE: April 14, 2021 RE: 2021 Street Improvements ACTION TO BE CONSIDERED: Motion to award the 2021 Street Improvements to T.A. Schifsky & Sons, Inc. in the amount of $593,729.91, which includes an increase in engineering fees above the contracted percentage with a not-to-exceed percentage of 25%. BACKGROUND: On April 1, 2021 bids were opened for the 2021 Street Improvements Project. The project is for street and utility improvements on Greenbrier Circle and Old County Road C (from County Road C to Ruth Street). The initial estimate that was included in the Capital Improvement Plan was $1,144,050. Following the development of plans and specifications, the Engineer’s estimate was reduced to $836,981.80. The project also includes catch basin repairs on Twin Lake Boulevard and Minnesota Avenue. The catch basins in this area are an old design that are falling apart and need to be replaced along with some corrugated metal pipe that has deteriorated between the Minnesota catch basins. Staff worked with Bolton & Menk to create a specification and included this repair as an alternate bid in the 2021 street project with the hope that the price for this work would remain below the 2021 budgeted amount for these projects. The total bids ranged from $593,729.91 to $841,286.85 including the alternate catch basin work.
