SERVICES REQUESTED

The City of Little Canada is requesting proposals for the professional services described hereafter.

Safety and Accessibility Assessment
The chosen consultant will conduct a thorough inventory of all safety issues with the existing
park and items of noncompliance with the Americans with Disabilities Act (ADA). The City aims
to make Pioneer Park safe and accessible for all people. Items to be inspected include, but are
not limited to, entry and egress to existing structures, sidewalk and trail compliance,
playground safety, lighting considerations, and any other items recommended by the chosen
consultant.

Public Input
Public input that has been gathered over the past three years should serve as the guiding
information for creating a plan. A web-based online engagement platform, such as Social
Pinpoint, should be used to solicit additional feedback from the community to refine the
proposed design options. The consultant should present two design options for proposed
improvements related to the trail system, all-inclusive playground area, and water feature.

A maximum of three public input meetings must be held to provide the community with an
opportunity to solicit feedback on potential development amenities and improvements. The
City requests that these meetings will be conducted at two Parks & Recreation Commission
meetings and one City Council meeting (see timeline below). These meetings may be virtual or
in-person and will be determined in coordination with the selected consultant based on timing
and the need to provide a safe response to conditions related to the COVID-19 pandemic. The
selected consultant will facilitate these meetings. City staff and the consultant will be present
to collect feedback and assist with public input and engagement.

Findings and feedback from the public input meetings will be summarized and reported in
writing to staff and will be included in the final Pioneer Park Phase I Master Plan document.

Solicitation of Additional Information from Staff
City staff and the selected consultant will meet to review prior community engagement that
has been completed and key priorities that have been identified prior to project kick-off.
