<br />Page 4 of 5 <br /> <br />PHASE I MASTER PLAN DEVELOPMENT <br /> <br />Information Used to Develop a Plan <br />The Phase I Master Plan will be based on existing information from community engagement <br />over the past three years and will be refined by further public input from online engagement <br />and up to three public input meetings. The Consultant will utilize information from the items <br />below to prepare a Phase I Master Plan for enhancements and improvements to Pioneer Park: <br /> <br />• Existing Park System amenities survey <br />• Existing safety and accessibility assessment <br />• 2018 Park System Master Plan <br />• Pioneer Park Community Engagement (RCP Final Report) <br />• Solicitation of Additional Information from City staff <br /> <br /> <br />Key Components of Phase I Master Plan <br />The consultant will use the results of the information-gathering tasks listed above to assemble a <br />list of recommended projects. Each of the recommended projects will require the following: <br /> <br />• Narrative for the project recommendation <br />• Estimated cost of implementation <br />• Funding recommendations or grant opportunities <br />• General location for the improvement <br />• Maintenance Needs summary <br /> <br />The plan will also need to include recommendations on phasing and funding strategy <br />implementation. Phasing must consider financial constraints as wel l as maintaining at least <br />some level of access to Pioneer Park for residents while implementation is underway. At no <br />time can Pioneer Park be entirely closed for project implementation. <br /> <br />Primary Focus of Phase I Master Plan <br />The following list of items must be addressed as a part of this plan and identified on a <br />development schematic drawing. This list of items is in no way inclusive of all future park <br />improvements. The primary focus areas below are a result of community engagement and <br />input from residents, members of the Parks Commission, and the City Council. <br /> <br />• Develop a plan for trail improvements and integrating trail lighting <br />• Identify specific area for all-inclusive playground <br />• Identify location(s) and type of water features <br /> <br />
