MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 2008 <br />approval subject to compliance with the recommendations of the City <br />Planner and City Engineer. <br />It was noted that there was no one present at this time representing Sweet <br />Cream Enterprises. Therefore, at the recommendation of the City <br />Attorney, the Council tabled consideration of this matter until later in the <br />meeting to give the applicant additional time to arrive at the meeting. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2008-9-226 -TABLING CONSIDERATION OF <br />THE PUD PERMIT FOR A CULVERS RESTAURANT UNTIL 7:50 <br />P.M. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CUPS AND Mayor Blesener opened the Public Hearing to consider a Conditional Use <br />VARIANCES - Permit to allow open and outdoor storage of vehicles, boats, trailers, <br />180 RYAN recreational vehicles, and storage/shipping containers, a Conditional Use <br />DRIVE - Permit for a Major Auto Repair License, a Variance from outdoor storage <br />ROGER height limitations for the recreational vehicles, and a Variance from <br />LILLEMOEN screening requirements within the Light Indushial (I-1) Zoning District for <br /> 180 Ryan Drive as requested by Roger and Ellen Lillemoen. It was noted <br /> that the Planning Commission recommended approval of the Conditional <br /> Use Permit for the Major Auto Repair Licenses, but recommended denial <br /> of all other requests. <br />The City Planner reviewed the proposal in detail, noting that Mr. <br />Lillemoen's initial intention was to conduct his hobby of restoring classic <br />cars from the property and rent outdoor storage space to other businesses <br />as a means of generating income from the property. The Planner noted <br />that Mr. Lillemoen has since applied for a Major Auto Repair license, and <br />may do restoration work for others as well as his own. <br />Roger Lillemoen indicated that his intent is to have a place to repair and <br />restore old automobiles. He would also like the ability to store outdoors. <br />Lillemoen indicated that he has been advised to apply for a Major Auto <br />Repair License and was also informed that he would have to have a <br />Variance in order to rent outdoor storage space on his property. Lillemoen <br />pointed out the Planning Commission's recommendation for denial of <br />everything except the Major Auto Repair License. Lillemoen indicated <br />that without the storage he did not want a Major Auto Repair License as <br />
