Hanson <br />In October 1984, R&S Automotive was issued a Conditional Use Permit for outdoor storage of <br />salvage vehicles. The CUP stated R&S had storage of salvage vehicles single stacked and per <br />their attorney they would have 200 cars on the site. They performed the dismantling and <br />crushing of the vehicles on site. At that time, auto wrecking, junk yards, used auto parts (open <br />storage) and similar uses were permitted as an accessory use under the code. Below is the <br />definition - <br />o AutomobileAutomobile Wreckin~or Junk YardJunk Yard. Any place where two (2) or more vehicles not in <br />running condition and/or not licensed, or parts thereof, are stored in the open and are not <br />being restored to operation or any land, building or structure used for wrecking or storing of <br />such motor vehicles or parts thereof; and including any commercial salvaging and scavenging <br />of any other goods, articles or merchandise. <br />In November 1984, the City Council removed auto salvage/auto wrecking/junk yards from the <br />code. This made R&S's auto salvage operation a legal nonconforming use. <br />I met with R&S Automotive back on June 12, 2007 regarding the upcoming license renewal for <br />their auto repair and auto salvage license. During this inspection, I was told by Mr. Sandberg <br />that auto salvage was not occurring on the site. He indicated the license was being renewed <br />should they ever need to reestablish to salvage yard. As well, the building uses have change to <br />auto repair and manufacturing/grinding, and there was no outdoor storage of salvage vehicles. <br />also did not witness any vehicles that were crushed on the property. Following the inspection, 1 <br />sent a letter to R&S Automotive making them aware of the nonrenewal of their license. This <br />was based on the use being discontinued and not being able to be reestablished under the code. <br />On July 5, 2007, Joel Hanson and I met with R&S Automotive to discuss their outdoor storage <br />violations and nom•enewal of the license. R&S disagreed with my recollection of the <br />conversation with Mr. Sandberg and with staff's position. They indicated that their salvage <br />business is on a much smaller scale, but does still occur from the property. R&S told us they <br />
