STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Bill Dircks, Public Works Director <br />DATE: February 3, 2022 <br />RE:MNDot State Aid CRRSAA Funds <br />ACTION TO BE CONSIDERED: <br />Motion to accept and designate $36,618 received from Minnesota Department of Transporation <br />(MNDot) State Aid Coronavirus Response and Relief Supplemental Appropriations Act <br />(CRRSAA) to the 2022 street improvement projects. <br />BACKGROUND: <br />$20 million of Federal CRRSAA funds have been distributed to MNDot to help with revenue <br />loss from the County State Aid Highway (CSAH) and Municipal State Aid Streets (MSAS) <br />funds during the pandemic. The County Engineer’s Association and the City Engineer’s <br />Association had a series of discussions and worked with MNDot to find an equitable way to <br />distribute the funds among the Metro counties and State Aid cities. <br />A formula similar to the formula used to distribute regular State Aid funds was used to distribute <br />the CRRSAA funds. That resulted in Little Canada receiving $36,618. The funds can be used in <br />a number of different ways but all of the options relate to the regular use of State Aid funds. <br />Options include: <br />-MSAS Regular Maintenance <br />-City Road Maintenance <br />-MSAS Regular Construction <br />-City Road Construction <br />-Vehicle (excludes cars and pickups) <br />The City must inform MNDot of which option it will choose to spend the funds by February 28, <br />2022. Staff feels the best use of these funds is to apply them to the 2022 street improvement <br />project. This will help with the City’s portion of the cost and is allowed for these funds. They <br />do not have to be used on a State Aid project. <br />STAFF RECOMMENDATION: <br />Staff recommends accepting and designating $36,618 received from MNDot State Aid <br />Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) to the 2022 <br />street improvement project.
