<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, Parks & Recreation/Community Services Manager <br /> Chris Heineman, City Administrator <br /> <br />DATE: April 28, 2021 <br /> <br />RE: RFP for Pioneer Park Master Plan <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve professional services from Bolton & Menk or ISG for a Phase I Pioneer Park <br />Master Plan. <br /> <br />BACKGROUND: <br />On April 14, 2021, the City Council authorized staff to publish a Request for Proposals (RFP) for <br />professional services for the Phase I of the Pioneer Park Master Plan. The deadline for the <br />Pioneer Park Master Plan Proposals was Friday, April 23. <br /> <br />Four proposals were received for professional services. The consulting firms that submitted <br />were Bolton & Menk, ISG, MSA, and WSB. <br /> <br />Of the four, two of the RFP’s emerged as the top two proposals. Both proposals from Bolton & <br />Menk and ISG were impressive and staff feels that either consulting firm could provide the <br />requested services. <br /> <br />Highlights from the Bolton & Menk proposal included: <br />• A consultant with deep-rooted local knowledge and project understanding <br />• Commitment to the schedule and budget <br />• Implementable solutions <br />• Provide deliverables as outlined in the RFP <br />• A project team with many years of experience and additional support staff as needed <br /> <br />Highlights from the ISG proposal included: <br />• Comparable project experience in the area and with the identified Project Lead <br />• Provided an Electrical Engineer within the core project team <br />• Provide project deliverables as outlined in the RFP <br />• Building community character by integrating public art and placemaking <br />• Creating a master plan that enhances social interaction with year-round use <br /> <br />
