Name: Eli Road at Desoto Street Intersection and Pedestrian Crossing Review <br />Date: April 22, 2021 <br />Page: 2 <br /> <br /> <br />Both Eli Rd and Desoto St are classified as local roadways with speed limits of 30 MPH. Currently the <br />northbound approach is stop controlled, the eastbound approach is yield controlled, and the southbound <br />approach has no control. There is a marked pedestrian crossing along the west leg of the intersection. In <br />addition to pavement markings, a rapid rectangular flashing beacon (RRFB) is present, however, due to <br />the intersection geometry and location of the crossing, the sign locations are not ideal. While crossing <br />guards are present during peak school times, there have still been complaints of the unsafe conditions of <br />the crossing. <br />Traffic Control Review <br />As previously stated, the current traffic control consists of the following: the northbound approach is stop <br />controlled, the eastbound approach is yield controlled, and the southbound approach has no control. The <br />existing traffic control is shown in Figure 2 below. <br /> <br />Figure 2. Existing Intersection Traffic Control <br /> <br /> <br />Section 2B.4 in the Minnesota Manual on Uniform Traffic Control Devices (MnMUTCD) states that <br />“except as provided in Section 2B.9, stop signs and yield signs shall not be installed on different <br />approaches to the same unsignalized intersection if those approaches conflict with or oppose each other”. <br /> <br />Eli Rd Desoto St No <br />Control
